2026 Community Services Program (CSP)
The Fulton County Purchasing Department and the Department of Community Development
ANNOUNCED THE RELEASE OF THE
2026 Community Services Program (CSP) RFP on January 27, 2026.
Submission DEADLINE is February 27, 2026, 3:00 p.m.
During the January 21st Fulton County Board of Commissioners meeting, the Board approved $5,363,958 in the County’s 2026 General Fund budget to support the 2026 Community Services Program (CSP). The Board earmarked $250,000.00 of the budgeted CSP funding for housing programs which support veterans in Fulton County. Agencies applying for 2026 CSP funding must utilize the Fulton County WebGrants Online application system. New agencies must register to use the Fulton WebGrants online system. Those who have previously registered will use your existing username and password to log in to Fulton County WebGrants to access the 2026 CCSP RFP.

The CSP RFP and supporting documents can be downloaded from the Fulton County Purchasing Department Bid page–BidNet Direct: https://www.bidnetdirect.com/georgia/fultoncounty Note: You will be required to set up a FREE registration with BidNet Direct to access the RFP and utilize other features of the County’s Bid Page. Instructions for BidNet are located under the attachment section of the Funding Opportunity which is accessible from the main menu page of WebGrants.
**NO CONTACT DURING PROCUREMENT PROCESS regarding the 2026 CSP RFP**
It is the policy of Fulton County that the evaluation and award process for County contracts shall be free from both actual and perceived impropriety, and that contacts between potential vendors and County officials, elected officials and staff regarding pending awards of County contracts shall be prohibited. The ordinance is in effect as of the submittal deadline. The provisions of this Ordinance shall not apply to oral communications at any public proceeding, including Pre-Proposal Conferences, oral presentations/interviews before an Evaluation committee, and contract negotiations during any public meeting. Provisions of the ordinance shall terminate at the time that the BOC awards or approves a contract, rejects all proposals or otherwise takes action which ends the solicitation process.

2026 Arts Funding Application Deadline Extended (Second Extension)
New Deadline: Tuesday, February 3, 2026, at 11:59 p.m.
Fulton County Arts & Culture (FCAC) has extended the application deadline for the 2026 Contracts for Services (CFS) Arts Funding Program to accommodate Fulton County Purchasing Department requirements related to E-Verify and Georgia Immigration Law compliance documentation for Contracts for Services.
This second extension is intended to ensure applicants have adequate time to complete the application and submit all required compliance materials as part of the County’s contracting process. Applications must be fully submitted by the revised deadline to be considered.
Fulton County Arts & Culture invites artists and nonprofit organizations to apply for the 2026 Arts Funding Season. Each year, Fulton County invests in its creative community—supporting programs that inspire, engage, and enrich the lives of residents across the County.
For the 2026 funding cycle, awards ranging from $1,000 to $50,000 are available to Fulton County–based nonprofit arts, cultural, and community organizations, as well as individual artists, to support eligible projects taking place January 1 through December 31, 2026.
The Contracts for Services (CFS) Program provides general operating and project support to eligible nonprofit and tax-exempt organizations, cultural institutions, colleges and universities, and government entities that offer arts programming open to the public. Funded projects should reflect the diversity of Fulton County, foster creativity and connection, and expand access to quality arts experiences for all residents.

2026 Contracts for Services (CFS) – Fulton County Department of Arts & Culture
The Fulton County Department of Arts & Culture (FCAC) is pleased to announce a dedicated funding opportunity for nonprofit organizations that serve veterans through arts-based programs and activities.
As part of the 2026 Contracts for Services (CFS) funding cycle, FCAC is now accepting proposals under the Veterans Arts Services category. This funding opportunity supports arts programming that enhances the well-being, engagement, and creative expression of veterans across Fulton County.
Application Deadline
Tuesday, February 10, 2026, at 11:59 p.m.
Eligible Applicants
This opportunity is open to nonprofit organizations whose mission includes serving veterans and who propose arts-related programs or activities designed to support veteran communities.
Eligible Activities
Applicants may propose arts project activities taking place between January 1 and December 31, 2026. Eligible programming may include, but is not limited to:
- Visual, performing, literary, or media arts programming
- Arts-based therapeutic or wellness activities
- Community-based arts engagement for veterans
- Arts education and skill-building opportunities
Application Category
Applicants must apply under the Veterans Arts Services funding category in the WebGrants system.

- Applicants submitting a proposal for the Annual Contracts for Services funding cycle may submit a proposal for the Veterans Arts Services Category
